गुमनाम नायक हैं आइआइटी के निलंबित प्रोफेसर
नई दिल्ली, एजेंसियां : सुप्रीम कोर्ट ने आइआइटी, खड़गपुर के कंप्यूटर साइंस के प्रोफेसर राजीव कुमार की जमकर तारीफ की है। कुमार ने आइआइटी में दाखिले के लिए आयोजित संयुक्त प्रवेश परीक्षा (जेईई)-2006 में कट ऑफ तय करने की प्रक्रिया को चुनौती दी थी। अदालत ने कहा कि कुमार उन गुमनाम नायकों में शामिल हैं जिनके प्रयासों से सिस्टम में सुधार लाने में कामयाबी मिली। हालांकि देश की सर्वोच्च अदालत ने कुमार के बेटे को आइआइटी में दाखिला देने की याचिका को खारिज कर दिया। सुप्रीम कोर्ट में न्यायमूर्ति आरवी रवींद्रन एवं एके पटनायक की पीठ ने कुमार की याचिका पर सुनवाई करते हुए यह स्वीकार किया कि जेईई-2006 में कट ऑफ तय करने के लिए अपनाई गई प्रक्रिया सबसे अच्छी नहीं कही जा सकती है। कुमार की प्रशंसा करते हुए पीठ ने कहा, याची को इस बात से संतुष्ट होना चाहिए कि वह उन अनाम नायकों में शुमार है जिनके कारण सिस्टम में सुधार आया। मुकदमा दायर करने वालों ने जेईई-2006 की कट ऑफ प्रक्रिया को चुनौती दी। आरटीआइ आवेदनों के जरिए इसमें पारदर्शिता लाने की कोशिश की और इस पर स्वस्थ बहस को जन्म दिया।

I, (Your Name) , was a student of B.Tech(CS) from Dept. of Computer Science Engineering from XXXXXXXX College during the year 2006-2010 having Enrollment No:  XXXXXXXXXXX and Roll No: XXXXXXXX I appeared for First year (Back) EXAM – 2010            which was conducted by RTU.

In reference to the above captioned subject it is humbly submitted that I am waiting from past 14 months for First year Annual Back Exam- 2011.From Last 14 month no announcement have done by you regarding examination date for First year -2011. I am willing to get admissions for further studies but due to delay in degree I am not able to appear in any entrance exams. Other than this, if I choose any job offer, they are asking for my engineering degree which is delayed due Examination is not conducted on time.

As per news reports, few years back, Bihar Human Rights Commission had admitted complaint against breach of right to information. Fate is not known but it can also be tried out. Dr. Rao of Mysore opened up RTI to Consumer Protection Mechnism. Similarly new avenue can be opened up under Human Rights for RTI. I quote:

Access to government information is a human right, according to a commentary issued in July, 2011 by the United Nations’ Human Rights Committee. The comment is the most comprehensive statement to date embracing freedom of information as integral to human rights under international law.

1. Application should be made by father or mother or guardian of the student.

2. Please use format as prescribed under your State RTI rules or if not prescribed use annexed format. Do not omit reference to judgement of High Court of Calcutta in any format. Add it as a note.
